Since January 2026, heat networks are now regulated by Ofgem under a new regulatory framework that is being introduced in stages. The first stage requires operators of relevant heat networks to identify their heat networks and register the buildings with Ofgem by 27th January 2027. Additional regulatory requirements are expected to follow as the new framework continues to develop. A relevant heat network is typically a communal heat network serving multiple premises within one building, or a district heat network supplying multiple buildings from a central energy source. If you are the operator or heat supplier of one of these networks – for example, a landlord, building owner, freeholder or management company – you may have legal duties under the new Ofgem Heat Network regulations, including registering your heat network with Ofgem.

Heat Network Regulations – Registration Support Survey: What is it?


Where a building contains a relevant heat network, the heat supplier or network operator is responsible for registering it with Ofgem. As part of the registration process, Ofgem requires a range of technical information about the heat network. Whilst some information may already be available from building records, other information may require physical verification and require a site visit. The legal responsibility for registering a heat network remains with the heat supplier or network operator, or an authorised body acting on their behalf (managing agents).

To complete the Ofgem registration process, heat suppliers and operators need to provide accurate information about their heat network.

Before attending site, we review the information already provided by the client and use this as the basis for our visit. During the site inspection, our experienced assessors verify available details, including plant and equipment information, heat sources, system components and other relevant technical information.

Where reasonably accessible, we also collect photographic evidence to support the information provided.

Following the visit, we provide a clear summary of our findings, confirming the information verified during the survey and identifying any outstanding information that may still need to be obtained before registration can be completed. Whilst our survey provides technical verification and information gathering support, responsibility for registering the heat network with Ofgem remains with the heat supplier, network operator or an authorised representative acting on their behalf.

Some registration information may need to be sourced from other parties, such as historic records, building documentation, maintenance providers or design consultants.
